Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1145 entitled:
"A BILL FOR AN ACT RELATING TO EMPLOYMENT SECURITY,"
begs leave to report as follows:
The purpose of this measure is to specify that moneys credited to the State's account in federal fiscal years ending in 2000, 2001, and 2002 shall be used for the administration of the unemployment compensation program.
Your Committee finds that this measure is necessary to ensure receipt of federal funds from the federal unemployment trust fund accounts for years in which the accounts exceed their statutory ceilings. Your Committee finds that a condition for the receipt of those excess funds is that the funds must be used exclusively for administrative expenses.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1145 and recommends that it pass Third Reading.
