Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1115, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HUMAN RESOURCES,"

begs leave to report as follows:

The purpose of this measure is to make housekeeping amendments to Act 253, Session Laws of Hawaii 2000 (the Civil Service Reform Act) and to create a Human Resources Development Special Fund.

Act 253 established a special fund which was to contain two accounts, the entrepreneurial account and the in-service training account. This bill deletes both accounts and renames the special fund the Human Resources Development Special Fund. The fund is to contain the moneys that were to go into the two accounts, plus legislative appropriations and moneys from any other sources, such as gifts, grants, and awards. The bill also expands the uses to which the fund can be made to include the facilitation of additional entrepreneurial initiatives, training activities, and programs. Your Committee finds that the expanded nature of this fund and its purposes is appropriate.

Your Committee also finds that due to the complexity of the Civil Service Reform Act, some issues were not fully addressed. The housekeeping amendments in this bill are necessary to ensure that the bill will be implemented optimally.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1115, S.D. 1, and recommends that it pass Third Reading.
