Your Committees on Education and Labor, to which was referred S.B. No. 1089 entitled:

"A BILL FOR AN ACT RELATING TO REALLOCATION OF VACANT LIBRARY POSITIONS,"

beg leave to report as follows:

The purpose of this measure is to remove the sunset provision in Act 196, Sessions Laws of Hawaii 1996, to make permanent the state librarian's authority to reallocate vacant library positions and to establish temporary positions to support our state libraries.

Your Committees received testimony in support of this measure from the Hawaii State Public Library System, the Hawaii Government Employees Association, and a concerned citizen.

Your Committees support this measure, which will permanently give the State Librarian the flexibility necessary to effectively utilize the limited personnel within the Hawaii State Public Library System.

Your Committees note that there is already in place a procedure for the State Librarian to consult with the Department of Education regarding reallocation of personnel within the state library system. With the consultation process, there is no reason to further restrict the authority of the State Librarian.

As affirmed by the records of votes of the members of your Committees on Education and Labor that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1089 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
