Your Committee on Ways and Means, to which was referred S.B. No. 1070, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CONTINUING EDUCATION COURSES AND COURSE PROVIDERS FOR INSURANCE LICENSEES,"

begs leave to report as follows:

The purpose of this measure is to require the Insurance Commissioner to charge certificate and service fees for continuing education courses and course providers.

Additionally, this measure requires course providers to submit course completion information to the Insurance Division. This requirement should make services provided by the Insurance Division more efficient, and is not intended as a means to limit the number of qualified course providers. This measure also changes the requirements for the submission of course completion.

Your Committee finds that the establishment of fees will allow the Insurance Division to offset the cost of administering the review and approval of providers of continuing education. Also, the requirement of electronic submission of course completion information will promote departmental efficiency and timeliness in processing the renewal of insurance licenses.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1070, S.D. 1, and recommends that it pass Third Reading.
