Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1030, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY DEVELoPMENT AUTHORITY,"

begs leave to report as follows:

The purpose of this measure is to authorize the Hawaii Community Development Authority to issue special facility revenue bonds for facilities that would benefit the community, including an ocean science center.

The purpose section of this bill clarifies the Legislature's intent to support the creation of an ocean science center in Kakaako. This center would serve as an attraction to both visitors and residents, an opportunity to expand research and development in the marine sciences, and a catalyst for commercial and retail businesses in the surrounding area.

The Legislature has considered numerous proposals for development and location in the Kakaako community development district, and finds that the development of an ocean science center to be an excellent use of the district. Your Committee finds that the use of special facility revenue bonds for planning and constructing this center is appropriate to further the goals of promoting ocean research and benefiting the community.

Your Committee has amended the bill by inserting $20,000,000 for fiscal biennium 2001-2003 for the amount of the special facility revenue bonds, and making technical nonsubstantive amendments.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1030, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1030, S.D. 2.
