Your Committee on Ways and Means, to which was referred H.C.R. No. 11 entitled:

"HOUSE CONCURRENT RESOLUTION AUTHORIZING THE LEASE OF SUBMERGED LANDS AT DUKE KAHANAMOKU BEACH AT WAIKIKI, HONOLULU, OAHU, FOR PIER PURPOSES,"

begs leave to report as follows:

The purpose of this measure is to authorize the lease of submerged lands at Duke Kahanamoku Beach at Waikiki for pier purposes.

Your Committee finds that section 171-53, Hawaii Revised Statutes, requires that the leasing of submerged public lands requires the prior approval of the Legislature through a concurrent resolution. Your Committee further finds that this concurrent resolution seeks the Legislature's prior approval for the leasing of such lands. Your Committee finds that a long-term general lease is a more appropriate vehicle than the present, revocable permit for the disposition of the submerged lands, and is also likely to increase the revenues derived by the State.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 11 and recommends its adoption.
