Your Committee on Health and Human Services, to which was referred H.B. No. 87, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO FAMILY SUPPORT CENTERS,"

begs leave to report as follows:

The purpose of this measure is to establish the family center project which will authorize the Department of Human Services (DHS) to plan, implement, and establish family support centers.

Your Committee received testimony in favor of this measure from DHS, Good Beginnings Alliance, Molokai Family Support Center, Parents and Children Together, Kuhio Homes Resident Association, Urban Real Estate Co., Pacific Gateway Center, Blueprint for Change, and seven individuals.

Your Committee finds that this project is modeled after the family center demonstration project established under Act 329, Session Laws of Hawaii 1990, which enabled the development of family support center models. Your Committee further finds that these family support centers play a vital role in providing a central location within local communities where families can obtain services. These services include child and adult daycare, child and adult development and educational programs, and other valuable community services. This measure will ensure the continuation of existing family centers and allow for the creation of additional family centers throughout the State.

Your Committee has amended this measure by making technical nonsubstantive changes to reflect preferred drafting style.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 87, H.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 87, H.D. 2, S.D. 1, and be referred to the Committee on Ways and Means.
