Your Committees on Education and Health and Human Services, to which was referred H.B. No. 840, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

beg leave to report as follows:

The purpose of this measure is to establish a data and research office for children and families in the Center on the Family at the University of Hawaii at Manoa and to appropriate funds for this purpose.

The Special Assistant to the Governor on Children and Families, the University of Hawaii College of Tropical Agriculture and Human Resources, the Department of Human Services, the Commission on the Status of Women, the Good Beginnings Alliance, the National Association of Social Workers, the Hawaii Women's Political Caucus, Hawaii Performance Partnership Board, the American Friends Service Committee and five private citizens testified in support of the measure.

Your Committees believe that the program established by this measure will assist user agencies in obtaining and digesting usable data and other information that will result in the better coordination and provision of services to children and families.

As affirmed by the records of votes of the members of your Committees on Education and Health and Human Services that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 840, H.D. 2, and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
