Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 285, submitting for study and consideration the nominations of:

WEST OAHU SUBAREA HEALTH PLANNING COUNCIL

LANCE K. SEGAWA for a term to expire on June 30, 2004, and

BRAD GERALD WHITE, CREIGHTON LIU, and MARY ANN PYUN for terms to expire on June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the West Oahu Subarea Health Planning Council (Council).

Testimony in support of all the nominees was received from the State Health Planning and Development Agency.

Lance Segawa is a graduate of the University of Hawaii with a Master of Public Health degree. He also holds a Bachelor of Arts degree in Social Welfare from California State University. Currently, he is the Assistant Hospital Administrator at St. Francis Medical Center – West.

Brad Gerald White currently serves as Vice President of American Medical Response. His college coursework and work experience have been in emergency response services in Hawaii and California. Mr. White has additional experience in teaching Emergency Medical Service courses and working in a skilled nursing facility.

Creighton Liu is a graduate of the University of Hawaii with a Bachelor of Business Administration degree. He is being appointed to a second term with the Council. Mr. Liu is currently Director of Strategic Planning for the Kaiser Foundation Health Plan.

Mary Ann Pyun, Dr. PH, is a graduate of the University of Hawaii with Master and Doctorate of Public Health degrees. She also has a Bachelor of Science Degree in Human Development and a diploma from the Queen's School of Nursing. Currently, she is the Program Manager for the Medicaid Waiver Services with the Department of Human Services. Ms. Pyun has a strong background in health and health planning and actively participates in community service.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve the quality of health care in the State.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
