Sir:

Your Committee on Health and Human Services, to which was referred Governor's Message No. 284, submitting for study and consideration the nominations of:

HONOLULU SUBAREA HEALTH PLANNING COUNCIL

TERRI FUJII for a term to expire on June 30, 2003, and

MARY DIXON and DEBORAH K. MORIKAWA, for a term to expire on June 30, 2005,

begs leave to report as follows:

Your Committee notes that Governor's Message No. 299 withdrew the nomination of Donn Takaki.

Upon review of the testimony and statements submitted by the nominees, your Committee finds that the nominees have the necessary character, experience, and qualifications to serve on the Honolulu Subarea Health Planning Council (Council).

Testimony in support of all the nominees was received from the State Health Planning and Development Agency.

Mary Dixon has a Bachelor's degree in psychology and a Master's degree in Social Work. She is a retired social worker and was employed by the Executive Office on Aging. Ms. Dixon has spent a significant portion of her professional career working with older adults and actively participates in various community and professional organizations.

Deborah K. Morikawa is a graduate of Washington University in St. Louis with a Bachelor of Science degree in Occupational Therapy. Ms. Morikawa is being appointed to a second term on the Council. She is currently a private consultant and has worked as the Executive Director of the Institute for Human Services, Inc. Ms. Morikawa has previously been recognized for her excellence in non-profit management and is the Vice President of the Iwilei Business Community Association.

Terri Fujii is a graduate of the University of Hawaii with a Bachelor of Business Administration in Accounting degree and a Master in Accounting degree. She is currently a Certified Public Accountant. Among her professional and community affiliations, Ms. Fujii is President-Elect of the Healthcare Financial Management Association – Hawaii Chapter and Treasurer of the Honolulu Zoological Society.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and desire to improve the quality of health care in the State.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
