Sir:

Your Committee on Commerce, Consumer Protection and Housing, to which was referred Governor's Message No. 269, submitting for study and consideration the nominations of:

BOARD OF PHARMACY

ERIC H. KUNISAKI, for a term to expire June 30, 2002; and

LIANNE H. MALAPIT, Pharm.D., and VALERIE M.K. MATSUNAGA, Pharm.D., for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Board of Pharmacy.

Testimony in support of Ms. Matsunaga's appointment was submitted by the Department of Commerce and Consumer Affairs. Your Committee also received testimony in support of Mr. Kunisaki from a professional colleague.

Your Committee notes the following background and qualifications of the nominees.

Mr. Kunisaki was born and raised on Oahu, graduated from Kaiser High School, and received a Bachelor of Science degree in Electrical Engineering from Santa Clara University. He worked as a design and marketing engineer for three years in California prior to returning to the William S. Richardson School of Law at the University of Hawaii. Mr. Kunisaki earned his J.D. degree in 1996, and since that time has been employed at the law firm of Watanabe, Ing, and Kawashima.

Ms. Matsunaga has served on the Board of Pharmacy since July 1997. She has continually been a contributing member of the Board with her knowledge as a pharmacist, and she is currently the Board's Rules Committee Chair. Ms. Matsunaga has been very enthusiastic in her role as a Board member and her contributions have been invaluable.

Ms. Malapit currently serves as the Director of Pharmacy for MedCenter Pharmacy on Kauai. She received her Doctor of Pharmacy degree from the University of Pacific in Stockton, California, and has held many pharmaceutical positions since that time. Ms. Malapit is also active in many professional organizations and community service groups.

Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve pharmaceutical services in Hawaii through their participation on the Board of Pharmacy.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
