Your Committee on Health and Human Services, to which was referred Governor's Message No. 251, submitting for study and consideration the nominations of:

BOARD OF HEALTH

JOHN J. ING, for a term to expire June 30, 2002;

LIBBY P. OSHIYAMA, for a term to expire June 30, 2003;

JANE Y. PANG, GENEVIEVE A.L. KINNEY, Ph.D., and BARRY SHITAMOTO, M.D., for terms to expire June 30, 2004; and

JULIA ORRICK ABBEN, for a term to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Board of Health ("Board").

Testimony in support of each nominee was submitted by the Department of Health.

Your Committee notes the following background and qualifications of each of the nominees.

John J. Ing is an attorney and small business owner with extensive community service in Honolulu, including the Hawaii Advisory Commission on Drug Abuse and Controlled Substances, the Needle Exchange Oversight Committee, Baby S.A.F.E., and Hawaii Lawyers Care. He has served as an active, contributing, and participating member of the Board.

Libby P. Oshiyama has a background in education and has strong interests in assuring culturally appropriate services. Her community service includes the Hawaii Association of Charter Schools Board, Ko’olauloa Early Head Start Board, Public Schools Civic Reform Group, and the Hawaii League of Women Voters. She has served as an active, contributing, and participating member of the Board.

Jane Y. Pang has extensive work experience in project management, community research, planning and evaluation, and policy development. Her community service includes the Public Health and Health Services Advisory Committee, Koolauloa Early Head Start Advisory Board, and Catholic Charities Elderly Services Board. She has served as an active, contributing, and participating member of the Board.

Julia Orrick Abben is a small business owner and has had extensive community service on Kauai, including work with the Association for Retarded Children and the American Cancer Society. She has served as an active, contributing, and participating member of the Board.

Genevieve A.L. Kinney, Ph.D. has extensive work experience in nursing. Her community service includes the Public Health Nursing Advisory Board, the Diabetes Screening Center, and the Hui Malama Ola Na ‘Oiwi Breast Screening Center.

Barry Shitamoto, M.D. is the Medical Director at the Maui Memorial Medical Center. His community service includes the American Heart Association, American Cancer Society, American Lung Association, and the State Health Planning and Development Agency.

Your Committee finds that each of the nominees has been appointed based upon their credentials, integrity, and a desire to improve health care services in Hawaii through their participation on the Board.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
