Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred Governor's Message No. 242, submitting for study and consideration the nominations of:

ADVISORY BOARD ON VETERANS' SERVICES

WILLIAM W. DAVES, for terms to expire June 30, 2001 and June 30, 2005; and

THOMAS L. JOAQUIN, DELBERT M. NISHIMOTO, and RAMONA GREMAN, for terms to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominees, your Committee finds that each of the nominees has the necessary character, experience, and qualifications to serve on the Advisory Board on Veterans' Services.

Your Committee received testimony in support of each nominee from the Office of Veterans' Services.

Your Committee also received testimony in support of: Mr. Daves from the Hawaii chapter of American Ex-Prisoners of War and from the Secretary of the Oahu Veterans Council; Mr. Joaquin from a professional colleague; Mr. Nishimoto from the State Representative from the 2nd District and from the Chapter Adjutant, DAV, Hilo chapter 6, Hawaii County Veterans Advisory Committee; and Ms. Greman from Mr. William Daves, the Secretary of the Oahu Veterans Council, and the President of Branch 46 Fleet Reserve Association.

Your Committee notes the following background and qualifications of the nominees.

Mr. William W. Daves served in the Navy while on active duty. After discharge Mr. Daves worked with the Public Works Center at Pearl Harbor. Your Committee further finds that Mr. Daves holds a commercial pilot license and is a cadre member of the Civil Air Patrol, holding the rank of Lieutenant Colonel.

Mr. Thomas L. Joaquin served as a helicopter mechanic while on active duty in the Army. Mr. Joaquin currently works as Vice President of Power Supply for Hawaii Electric Company.

Mr. Delbert M. Nishimoto served in active duty for service in the Republic of Vietnam. Mr. Nishimoto, a retired member of the U.S. Army National Guard, currently serves as a construction inspector with the Hawaii County Department of Public Works.

Ms. Ramona Greman served in the United States Navy for twenty-four years. Ms. Greman currently serves as Vice President and Secretary of the Board of Directors of the Fleet Reserve Association of Hawaii.

Your Committee members diligently questioned each nominee regarding their vision for the Advisory Board on Veterans' Services. Your Committee finds that the nominees have been appointed based upon their credentials, integrity, and a desire to improve veterans' services through their participation on the Advisory Board on Veterans' Services.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that are attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominees, has found the

nominees to be qualified for the positions to which nominated

and recommends that the Senate advise and consent to the nominations.
