Your Committee on Judiciary, to which was referred Governor's Message No. 180, submitting for study and consideration the nomination of:

CRIME VICTIM COMPENSATION COMMISSION

LES S. IHARA, for a term to expire June 30, 2005,

begs leave to report as follows:

Upon review of the testimony and statements submitted by the nominee, your Committee finds that the nominee has the necessary character, experience, and qualifications to serve on the Crime Victim Compensation Commission.

Your Committee received testimony in support of the nominee from the Department of Public Safety, Crime Victim Compensation Commission (Commission), and GA Morris, Inc.

The nominee is a retired U.S. Army Colonel, and has served with the Territory of Hawaii Department of Labor and Territory of Hawaii Department of Public Welfare. He is a graduate of the University of Hawaii and the United States Army Office Candidate School. He has been active in numerous community service organizations.

The nominee has served effectively as a commissioner since 1997 and is being reappointed for another term. Your Committee is impressed with the nominee's outstanding accomplishments as a commissioner, particularly his ongoing efforts to make the Commission self-supporting. Your Committee believes that the nominee represents the ideal candidate for membership on any board or commission.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee, after full consideration of the background, character, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
