SENATE RESOLUTION

 

requesting the identification of appropriate sites for telecommunication towers and antennae to provide optimum coverage.

 

WHEREAS, Hawaii is world renown for its pristine beaches, breathtaking scenery, and natural beauty; and

WHEREAS, the State is committed to preserving Hawaii's beauty while balancing the growing industrial and commercial needs common to a growing major metropolitan city; and

WHEREAS, the telecommunications industry and consumer demand for telecommunication services, including wireless phone and Internet services, are growing at a rapid pace; and

WHEREAS, providing high quality telecommunication services requires the installation of numerous towers and antennae throughout the State; and

WHEREAS, proactive action must be taken to ensure that the installation of telecommunication towers and antennae does not mar Hawaii's natural beauty; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, that the Department of Land and Natural Resources is requested to convene and head a committee to:

(1) Identify appropriate sites for locating telecommunication towers and antennae to provide optimum coverage; and

(2) Develop a program to encourage co-location of antenna towers so as to minimize the aesthetic impact on residential areas, cultural landscapes, and open areas of the State in general;

and

BE IT FURTHER RESOLVED that the committee membership shall consist of the following:

(1) A representative from the Department of Land and Natural Resources;

(2) A representative from the Land Use Commission; and

(3) A representative from each of the respective county planning departments;

and

BE IT FURTHER RESOLVED that the committee shall submit a report on its findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Department of Land and Natural Resources, the Chairperson of the Land Use Commission, and the respective Directors of each county planning department.
