SENATE RESOLUTION

 

requesting a report on a comprehensive safety program for ROADS and highways.

 

WHEREAS, traffic congestion on the State's roads and highways continues to increase every year; and

WHEREAS, with the increase in the number of motor vehicles on State roads and highways, traffic safety is of paramount concern; and

WHEREAS, the Department of Transportation is charged with the responsibility to implement laws, adopt rules, and maintain programs that ensure traffic safety; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, that the Department of Transportation is requested to submit a report on a comprehensive safety program for the State roads and highways. The report shall address the following safety issues:

(1) Seatbelts, the laws and the necessity of wearing them;

(2) Road rage and its prevention;

(3) Speeding;

(4) Drinking and driving;

(5) Driving while distracted (e.g. cellphones, reading, putting on makeup, etc.);

(6) Crosswalks and pedestrian safety;

(7) Child safety seats;

(8) Riding in truck beds;

(9) Current ongoing safety programs; and

(10) Future safety programs to be implemented;

and

BE IT FURTHER RESOLVED that the Department in preparing the report shall request community input in formulating the safety program; and

BE IT FURTHER RESOLVED that the report shall be submitted to the Legislature no later than twenty days before the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
