THE SENATE

S.B. NO.

953

TWENTY-FIRST LEGISLATURE, 2001

STATE OF HAWAII

A BILL FOR AN ACT

relating to long-term care.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2000-2001, for expenses for the office of the auditor to conduct a study on financing long-term care, including contractual services for the study. The sum appropriated under this Act shall be expended by the office of the auditor. Any unencumbered or unexpended funds at the end of the fiscal year 2000-2001, may be expended or encumbered during fiscal year 2001-2002, and shall not lapse until June 30, 2002.

SECTION 2. The purpose of the study shall be to conduct an actuarial study to determine the cost of establishing a state-sponsored program of long-term care that offers comprehensive, protective coverage to the largest numbers of people reasonably possible through a funding approach that considers factors of expense, ease of administration, and actuarial soundness. The program would complement the insurance-based long-term care program that was established by Act 93, Session Laws of Hawaii 1999.

SECTION 3. The office of the auditor shall submit a report on the long-term care study to the legislature prior to the convening of the regular session of 2002.

SECTION 4. This Act shall take effect upon it approval.
