A BILL FOR AN ACT

 

RELATING TO Health.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. There is appropriated out of the general revenues of the State of Hawaii the following sums, or so much thereof as may be necessary, for fiscal biennium 2001-2003, for the following purposes:

1. Ambulance Services. Emergency ambulance vehicle and staffing for the Metro-Honolulu emergency ambulance service areas.

2. Ambulance Services. Emergency advance life support ambulance services to the residents of Hawaiian Ocean View Estates of the Island of Hawaii.

3. Ambulance Services. Second Ambulance for Waianae Coast area.

4. Ambulance Services. 24-hour advanced emergency ambulance services for the Kihei/Wailea area of Maui.

5. Ambulance Services. 24-hour advanced emergency ambulance services for the Kula/Makawao/Pukalani area of Maui.

Total funding FY 2001-2002 $         

6. Ambulance Services. Emergency vehicle, staffing, equipment, and supplies for the Kaaawa and Kahaluu areas of Oahu.

7. Dental Service. Rural dental services provided by the Office of Social Ministry's Mobil Care Health Project to pay a full-time dentist for the mobile care vans.

8. Foundation of Dentistry for the Handicapped. Implementation of a donated dental services program for elderly persons who have a disability or mental illness, or are homeless.

9. Hana Community Health Center. Maintenance of current level of operations and care.

10. Hawaii County. Community based assessment study for senior citizens in the Kailua-Kona area of the Big Island.

11. Hawaii's System of Nonprofit. Resources to nonprofit, community-based health–care providers for caring for the uninsured.

12. Healthy Start. Healthy Start program for high-risk families, including hiring of staff.

13. Kula Hospital. Planning and development of the Hawaii Geriatric Research and Training Center at Kula Hospital.

14. Respite Care. Respite care services to families providing home care to family members who have special needs.

15. Sex Abuse Treatment Center. Statewide sex assault prevention education program conducted by the Sex Abuse Treatment Center.

16. Sign language interpreters.

A. For the 2002 legislative session for the house of representatives. $5,000

B. For the 2002 legislative session for the senate. $5,000

C. Scholarship awards for obtaining credentials from an interpreter education program. $38,000

D. Interpreter education program and mentor program. $94,000

E. Temporary interim positions at the disability and communication access board. $31,000

17. Substance abuse. Specialized abuse treatments services for pregnant women and families involved with child protective services who have children under five years of age, men, and teenagers, with requirement of private or federal matching funds.

18. Tire Disposal. Contract with a private vendor to study alternative means of disposing of used motor vehicle tires and financing their disposal.

19. Waianae Coast Comprehensive Health Center. Emergency Services.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the following sums, or so much thereof as may be necessary, for fiscal years 2001-2003, for the following grants in aid:

20. Kalihi-Palama Health Center. Purchase and renovation of a building located at 952 N. King St.

Total funding FY 2001-2002 $350,000

21. Waikiki Health Center. Planning, design, acquisition, building, and construction of a health and human services complex.

Total funding FY 2001-2002 $5,000,000

SECTION 3. The sums appropriated in sections 1 and 2 shall be expended by the department of health; provided that for item 10, the sum shall be expended by the executive office of aging; for item 16(A), the house of representatives; item 16(B), the senate; item 16(C), the department of human services; and item 16(D), the University of Hawaii.

SECTION 4. This Act shall take effect on July 1, 2001.
