HOUSE CONCURRENT

RESOLUTION

 

REQUESTING A REDUCTION OF the TIMELINE FOR THE KALANIANAOLE HIGHWAY WATER MAINS INSTALLATION AND IMPROVEMENT PROJECT.

 

 

WHEREAS, the Board of Water Supply plans to start a project in February to upgrade the water main located under Kalanianaole Highway and the project is scheduled to take two years to complete; and

WHEREAS, while work can be performed either daytime or nighttime, the Department of Transportation confirms the project cost is the same for day or night work; and

WHEREAS, there will be a substantial inconvenience and cost impact on thousands of residents of East Honolulu and many local businesses will suffer economically if the work is performed during the day; and

WHEREAS, it is possible to work longer hours each day during the night, thereby shortening the duration of the project; and

WHEREAS, that the Hawaii Kai Neighborhood Board No. 1 at its Special Meeting in Tuesday, February 13, 2001 adopted the Resolution Requesting Reduction of Timeline for the Kalanianaole Highway Water Mains Installation and Improvement Project; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Board of Water Supply is requested to conduct the project at night because it would create the least amount of inconvenience to the residents of East Honolulu; and

BE IT FURTHER RESOLVED that considering that the two-year duration is unreasonably long for a project of this size, that both the Board of Water Supply and the State Department of Transportation are requested to make every effort to reduce the project timeline; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Manager and Chief Engineer of the Board of Water Supply, the Mayor of the City and County of Honolulu, Councilmember John Henry Felix, the Governor of the State of Hawaii, Director of the State Department of Transportation, and Senator Sam Slom.
