A BILL FOR AN ACT

 

Relating to the arts.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the fine arts are integral to a fully developed standards-based curriculum in public schools. The fine arts content and performance standards are one of ten core subjects that make up Hawaii's current content and performance standards for public schools as passed by the board of education. However, a lack of personnel in the fine arts within the department of education will keep this part of the content and performance standards from being fulfilled.

One area in which there is a deficiency in fine arts personnel is at the state level. Although there are state educational specialist positions in visual arts and music, there are no such positions in the areas of dance and drama. These two disciplines are integral to a statewide fine arts system, and they cannot be expected to thrive in the schools without adequate representation and management.

Accordingly, the purpose of this Act is to appropriate funds to create a state educational specialist positions in each of the disciplines of music and drama.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2001-2002 for one full-time equivalent (1.00 FTE) permanent educational specialist position in the department of education in the area of dance, and one full-time equivalent (1.00 FTE) permanent educational specialist position in the department of education in the area of drama. These positions shall be comparable to existing educational specialist positions in the areas of visual arts and music.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
