Report Title: Utility Lines

Description: Establishes state policy regarding the placement of utility lines that places a high value on the aesthetic benefit of the natural landscape in residential and conservation zoned areas. Requires PUC to consider the proximity of 138 kilovolt or greater above-ground systems to culturally significant sites. (SD1)
