SB 2707    RELATING TO ADMINISTRATIVE REVOCATION OF      TIA, JDC
SD1        DRIVER'S LICENSE
        Incorporates zero tolerance provisions for persons
        under 21 into the administrative driver's license
        revocation process.  (SD1)

SB 2318    RELATING TO ADMINISTRATIVE REVOCATION OF      TIA, JDC
SD1        DRIVER'S LICENSES
        Amends the law relating to administrative revocation
        of driver's licenses to include revocation of all
        motor vehicle registrations issued to a driver who has
        been convicted of a previous violation of driving
        under the influence of intoxicating liquor or
        habitually driving under the influence of liquor or
        drugs.  (SD1)

SB 3073    RELATING TO IMPAIRED DRIVING                  TIA, JDC
SD1        Adds habitual driving offense to implied consent law.
        Defines a preliminary alcohol screen and clarifies
        that it is not a substitute for a test under the
        implied consent law.  (SD1)

SB 1390    RELATING TO TRAFFIC VIOLATIONS                TIA, JDC
SD1        Establishes the offense of aggressive driving.  Sets
        penalties.  (SD1)

SB 2504    RELATING TO TRAFFIC OFFENSES                  TIA, JDC
SD1        Increases the monetary penalties for reckless driving,
        failing to stop for a pedestrian in a crosswalk, and
        speeding; provides for mandatory license revocation

 
        for leaving the scene of an accident and for the third
        offense of failing to stop for a pedestrian in a
        crosswalk. (SD1)

SB 2635    RELATING TO HIGHWAYS                          TIA, JDC
        Lowers highway vending from misdemeanor to petty
        misdemeanor and extends definition of crime to include
        the risk of creating a hazardous condition or public
        nuisance.

SB 2951    RELATING TO TRAFFIC ACCIDENTS                 TIA, JDC
        Requires Hawaii courts to accept police use of
        computer analysis of conventional and electronic
        photographs to measure distances and dimensions of
        physical evidence at the scene of traffic accidents.

SB 2955    RELATING TO HIGHWAY SAFETY                    TIA, JDC
        Sets forth the authority of the DOT director to adopt
        administrative rules dealing with road use
        restrictions.

SB 2760    RELATING TO LITIGATION INVOLVING HIGHWAYS     TIA, JDC
SD1        Limits the State's and counties' liability in highway
        cases where drivers do not exercise reasonable care in
        driving or are under the influence of alcohol or
        drugs.  (SD1)

SB 2634    RELATING TO THE PENAL CODE                    TIA, JDC
SD1        Defines "law enforcement" officer; changes references
        from "peace" officer to "law enforcement" officer.

SB 3082    RELATING TO UNAUTHORIZED CONTROL OF PROPELLED TIA, JDC
        VEHICLES
        Amends the state of mind required for the offense of
        unauthorized control of propelled vehicle to include
        recklessness as an alternative mental state.

SB 3051    RELATING TO LIQUOR EXPORT                     TIA, JDC
SD1        Allows shipping of locally made Hawaiian wines,
        spirits, and champagnes.  (SD1)

SB 3125    RELATING TO PUBLICATION OF NOTICE             GOH, JDC
SD1        Requires comptroller to address the requests and
        grievances of the counties from publication of notice
        requirements.  (SD1)

Persons wishing to testify should submit 25 copies (1 sided) of
their testimony to the committee clerk, Room 227, State Capitol,
24 hours prior to the hearing. Testimony may also be faxed if

 
less than 5 pages in length, to the Senate Judiciary Committee
Office at (808) 586-7125 or (toll free for the neighbor islands)
to the Senate Sergeant-At-Arms Office at 1-800-586-6659, at least
24 hours prior to the hearing.  When faxing, please indicate to
whom the testimony is being submitted, the date and time of the
hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services
to participate in the public hearing process (i.e., sign language
interpreter, wheelchair accessibility, or parking designated for
the disabled), please contact the committee clerk 24 hours prior
to the hearing so arrangements can be made.

Public Folder.  A folder labeled "Public Folder" containing the
measures and testimonies for the hearing will be available for
shared use by members of the public.
