Sir:

     Your Committee on Education and Technology, to which was
referred S.C.R. No. 185 entitled: 

     "SENATE CONCURRENT RESOLUTION REQUESTING THE UNIVERSITY OF
     HAWAII TO CONDUCT AN ANALYSIS OF CURRENT AND COMPARATIVE
     PATTERNS OF PUBLIC SCHOOL FINANCING FOR K-12 EDUCATION,"

begs leave to report as follows:

     The purpose of this measure is to request the University of
Hawaii to conduct a comprehensive analysis of Hawaii's ability to
fund K-12 education.

     This measure also requires an analysis of Hawaii's
historical commitment to funding K-12 education, including
identification of potential peer states and districts sharing
commonalities with Hawaii on key educational, demographic, and
economic dimensions.

     Testimony in support of the concurrent resolution was
received from the Department of Education and the University of
Hawaii.

     Your Committee finds that Hawaii needs a comprehensive
empirical reassessment of this State's ability to fund K-12
education.  While some important comparative work was done in the
past, the distinct economic challenges faced by this State over
the last eighty years have diminished the applicability of
earlier assessments.

     Your Committee agrees that given the strong emphasis placed
on education in this State, the proposed analysis will provide
objective information and rational analyses for policymakers,
while also providing insight on how Hawaii funds schools compared
to other states.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee concurs with the intent and purpose of
S.C.R. No. 185 and recommends that it be referred to the
Committee on Ways and Means.
