Sir:

     Your Committee on Labor and Environment, to which was
referred S.B. No. 2869 entitled: 

     "A BILL FOR AN ACT RELATING TO SAFE DRINKING WATER,"

begs leave to report as follows:

     The purpose of this measure is to increase the fines imposed
on public water systems violating drinking water requirements.

     Testimony in favor of this measure was received from the
Sierra Club.  Oral testimony in favor of the measure was received
from the Department of Health.

     Currently, fines are assessed on a daily rate irrespective
of the number of violations.  This measure calculates the fines
for each violation each day.  Your Committee believes that the
new formula increasing the fines will serve to deter future
violations.

     As affirmed by the record of votes of the members of your
Committee on Labor and Environment that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2869 and recommends that it pass Second Reading and
be referred to the Committee on Judiciary.
