Sir:

     Your Committee on Finance, to which was referred S.B. No.
2863, S.D. 1, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO ADVANCE HEALTH-CARE
     DIRECTIVES,"

begs leave to report as follows:

     The purpose of this bill is to support individuals' medical
treatment decisions by:

     (1)  Enabling medical professionals, especially in emergency
          situations, to more quickly determine the existence of
          an advance health-care directive by allowing
          individuals to designate on their driver's license or
          State identification (ID) card the existence of an
          advance health-care directive; and

     (2)  Appropriating $6,000 for the Department of the Attorney
          General to comply with this bill.

     The Department of the Attorney General, the Executive Office
on Aging, Healthcare Association of Hawaii, and the Policy
Advisory Board on Elderly Affairs testified in support of this
measure.  The Department of Transportation testified in support
of the intent of this measure.

     Your Committee has amended this measure by:

     (1)  Clarifying that no specific medical treatment
          information will be imprinted on the State ID card; and

     (2)  Making technical, nonsubstantive amendments for
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2863, S.D. 1, H.D. 1, as amended herein, and recommends that it
pass Third Reading in the form attached hereto as S.B. No. 2863,
S.D. 1, H.D. 2.
