Sir:

     Your Committee on Finance, to which was referred H.R. No.
130 entitled:

     "HOUSE RESOLUTION REQUESTING THE GOVERNOR TO APPOINT A
     CITIZENS' ADVISORY COMMISSION TO REVIEW THE STATE'S ALA WAI
     GOLF COURSE REVITALIZATION PLAN,"

begs leave to report as follows:

     The purpose of this resolution is to request the Governor to
appoint a citizens' advisory commission to review the State's Ala
Wai Golf Course Revitalization Plan.

     Your Committee finds that with any project with such
potential impact for the residents of the neighboring community,
it is imperative that an objective, unbiased entity be allowed to
provide its evaluation.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of H.R. No.
