Sir:

     Your Committee on Energy and Environmental Protection, to
which was referred H.C.R. No. 54 entitled: 

     "HOUSE CONCURRENT RESOLUTION ENCOURAGING THE COUNTIES OF THE
     STATE OF HAWAII TO ADOPT THE STANDARDS FOR RESIDENTIAL
     BUILDINGS IN THE MODEL ENERGY CODE TO APPLY TO ALL NEW
     RESIDENTIAL REAL PROPERTY,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to encourage
the counties to adopt standards for new single-family homes that
comply with the residential section of Hawaii's Model Energy Code
(MEC).  

     The Department of Business, Economic Development, and
Tourism testified in support of this concurrent resolution. The
Gas Company testified in support of the intent of this measure.

     Your Committee recognizes the importance of conserving our
precious energy resources and believe that the promotion of new
residential construction in compliance with the Hawaii Model
Energy Code is also a major economic benefit to purchasers of new
homes.  It is an effective measure to help keep the cost of
living down for Hawaii's residents through efficiency and
conservation.

     As affirmed by the record of votes of the members of your
Committee on Energy and Environmental Protection that is attached
