                                 RE: H.B. No. 851

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Consumer Protection and Commerce, to which
was referred H.B. No. 851 entitled:

"A BILL FOR AN ACT RELATING TO MOTOR VEHICLE REGISTRATION,"

begs leave to report as follows:

The purpose of this bill is to provide that a person who has
in storage a car with an unexpired certificate of inspection, is
exempted from the law that requires that a new certificate be
obtained before the car is removed from storage.

Testimony was submitted by an individual who requested a
bill that would remedy problems caused by Hawaii County
registration laws. The City and County of Honolulu testified in
opposition to this bill.

As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 851 and recommends that it pass Third
Reading.
