Sir:

     Your Committee on Consumer Protection and Commerce, to which
was referred H.B. No. 512 entitled: 

     "A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

     The purpose of this bill is to repeal the July 30, 2000
sunset date of the Hawaii Teacher Standards Board, thereby making
the board permanent.

     Your Committee finds that the continued existence of the
board is essential to ensuring that public school students are
taught by qualified teaching professionals.

     Your Committee has made technical, nonsubstantive amendments
to delete cross references to the law being repealed by this
measure.

     As affirmed by the record of votes of the members of your
Committee on Consumer Protection and Commerce that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 512, as amended herein, and recommends that
it be referred to the Committee on Finance, in the form attached
hereto as H.B. No. 512, H.D. 1.
