Sir:

     Your Committee on Human Services and Housing, to which was
referred H.B. No. 3016 entitled: 

     "A BILL FOR AN ACT RELATING TO MEDICAL ASSISTANCE TO LOW-
     INCOME PERSONS,"

begs leave to report as follows:

     The purpose of this bill is to appropriate $1,000,000 for
fiscal year 2000-2001 to pay for raising the income eligibility
of the medically needy program to 133 percent of the assistance
allowance.

     The Life Foundation testified in support of this bill.  The
Department of Human Services testified in support of the intent
of the bill to expand access to medical assistance, provided that
it did not displace the budget priorities contained in the
Executive Budget Request.

     As affirmed by the record of votes of the members of your
Committee on Human Services and Housing that is attached to this
report, your Committee is in accord with the intent and purpose
of H.B. No. 3016 and recommends that it pass Second Reading and
