Sir:

     Your Committee on Judiciary, to which was referred H.B. No.
1757, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO HIGHWAY SAFETY,"

begs leave to report as follows:

     The purpose of this bill is to eliminate the trailer
exemptions from prohibitions on consumption or possession of
alcohol in motor vehicles.

     Your Committee finds that passage of this bill will ensure
that Hawaii laws comply with federal TEA-21 standards.  Failure
to repeal the trailer exemptions will result in the loss next
year of approximately two million dollars in federal highway
funds.

     Testimony in support of this measure was submitted by the
Department of Transportation and the Honolulu Police Department.
