Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 1999
State of Hawaii

Sir:

Your Committee on Judiciary and Hawaiian Affairs, to which
was referred H.B. No. 1528, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PENALTIES AND PROCEDURES ON
     ARREST,"

begs leave to report as follows:

arrest persons who fail to provide proof of identification.

Your Committee has amended this bill by:

     (1)  Deleting the contents of the bill;

     (2) Amending section 286-116, Hawaii Revised Statutes, to
clarify that officers may issue citations if a driver
is not in possession of a valid driver's license; and

     (3) Adding section 286-116, Hawaii Revised Statutes, to the
list of offenses for which a fine of not more than

$1000 or imprisonment of not more than thirty days may
          be imposed.

As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of H.B. No. 1528, H.D. 1, as amended herein, and
recommends that it pass Third Reading in the form attached hereto
as H.B. No. 1528, H.D. 2.
