                    SENATE  RESOLUTION
  REQUESTING THE GOVERNOR TO DEVELOP A PROCESS OF NOTIFYING STATE
    AND COUNTY ELECTED OFFICIALS OF BUSINESS INQUIRIES MADE TO
    STATE AGENCIES.



 1        WHEREAS, the State's stagnant economy has dictated greater
 2   efforts by government to not only provide current services on
 3   limited resources, but to also assist local businesses to
 4   expand and find new opportunities; and
 5   
 6        WHEREAS, providing this assistance is sometimes thwarted
 7   by the sheer size of state and county governments and their
 8   inability to communicate internally and to direct available
 9   services where needed; and
10   
11        WHEREAS, a statewide notification system that alerts state
12   and county elected officials of inquiries made with respect to
13   business opportunities would help to assure that the
14   bureaucracy promptly and appropriately services its intended
15   users; and
16   
17        WHEREAS, the notification system could cover inquiries for
18   state leases and any permit or license application made by
19   sizeable enterprises; and
20   
21        WHEREAS, with notice, elected officials could provide
22   oversight to assure that individuals charged with assisting
23   local businesses would respond in a timely manner and enhance
24   business opportunities that otherwise might not have been
25   considered; now, therefore,
26   
27        BE IT RESOLVED by the Senate of the Twentieth Legislature
28   of the State of Hawaii, Regular Session of 2000, that the
29   Governor is requested to develop a process of notifying state
30   and county elected officials of business inquiries of a
31   substantial nature made to state agencies; and 
32   
33        BE IT FURTHER RESOLVED that certified copies of this
34   Resolution be transmitted to the Governor, the mayors of each
35   county, and the Director of Business, Economic Development, and
36   Tourism.
