                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF HEALTH, TO REPORT ON THE
    TRANSITION OF THE HAWAII STATE HOSPITAL TO A SECURED
    PSYCHOSOCIAL REHABILITATION FACILITY. 


 1        WHEREAS, the Department of Health (DOH) is in the process
 2   of transitioning patients from the Hawaii State Hospital into
 3   community care; now, therefore,
 4   
 5        BE IT RESOLVED by the Senate of the Twentieth Legislature
 6   of the State of Hawaii, Regular Session of 2000, the House of
 7   Representatives concurring, that the DOH is requested to
 8   produce an annual report to the Legislature no later than
 9   twenty days prior to the convening of the Regular Sessions of
10   2001, 2002 and 2003, and evaluate, at a minimum, the
11   effectiveness of the strategies in providing successful
12   treatment and outreach by preventing hospitalization,
13   homelessness, involvement with local law enforcement and other
14   measures identified by the DOH; and
15   
16        BE IT FURTHER RESOLVED that each annual report shall also
17   include information on the number of persons served, and of
18   those, the number who are able to maintain housing and the
19   number who receive extensive community mental health services;
20   and
21   
22        BE IT FURTHER RESOLVED, that the DOH in each annual report
23   shall notify the Legislature of contracts awarded to private
24   providers; and
25   
26        BE IT FURTHER RESOLVED, that certified copies of this
27   Concurrent Resolution be transmitted to the Governor, the
28   President of the Senate, the Speaker of the House, and the
29   Director of Health.
