                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE GOVERNOR TO APPOINT A CITIZENS' ADVISORY
    COMMISSION TO REVIEW THE STATE'S ALA WAI GOLF COURSE
    REVITALIZATION PLAN.



 1        WHEREAS, the Governor proposes to create a public park on
 2   the one hundred fifty acre site of the Ala Wai golf course; and
 3   
 4        WHEREAS, the Governor's revitalization plan calls for the
 5   construction of lagoons, an underwater park off the Waikiki
 6   Aquarium, an outdoor theatre, a restaurant, and other public
 7   amenities; and
 8   
 9        WHEREAS, the Governor plans to remove the current Ala Wai
10   golf course and create an eighteen-hole replacement course on
11   Sand Island; and
12   
13        WHEREAS, the interests of the community should be
14   considered prior to the implementation of the Governor's
15   revitalization plan; now, therefore,
16   
17        BE IT RESOLVED by the Senate of the Twentieth Legislature
18   of the State of Hawaii, Regular Session of 2000, the House of
19   Representatives concurring, that the Governor is requested to
20   appoint a citizens' advisory commission to review the State's
21   Ala Wai golf course revitalization plan; and
22   
23        BE IT FURTHER RESOLVED that the Governor is requested to
24   appoint residents, elected officials, business persons, and
25   representatives of community organizations and neighborhood
26   boards from the affected areas to the advisory commission; and
27   
28        BE IT FURTHER RESOLVED that the advisory commission is
29   requested to submit its preliminary findings and
30   recommendations to the Governor and the Mayor of the City and
31   County of Honolulu not less than twenty days prior to the
32   convening of the Regular Session of 2001; and
33   
34        BE IT FURTHER RESOLVED that the advisory commission is
35   requested to submit its final findings and recommendations to
36   the Governor and the Mayor of the City and County of Honolulu

 1   not less than twenty days prior to the convening of the Regular
 2   Session of 2002; and
 3   
 4        BE IT FURTHER RESOLVED that the Governor's revitalization
 5   plan and the findings and recommendations of the advisory
 6   commission be integrated with the planning initiatives of the
 7   City and County of Honolulu to ensure that all regional park
 8   improvements from Diamond Head to Aloha Tower will be designed
 9   harmoniously; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Governor, Mayor of
13   the City and County of Honolulu, Chairperson of the Honolulu
14   City Council, Chairperson of the Board of Land and Natural
15   Resources, and the Director of the state Office of Planning.
