                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THAT THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS
    IMPLEMENT REGULATIONS TO ASSURE THAT APPRAISERS OF
    PERSONAL PROPERTY MEET CERTAIN QUALIFICATIONS AND CONFORM
    TO THE UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL
    PRACTICE. 


 1        WHEREAS, qualified and professional appraisers of personal
 2   property provide a needed and valuable service by reliably and
 3   accurately establishing the fair market valuation of personal
 4   property for consumers and insurance companies, and in probate
 5   and estate proceedings; and
 6   
 7        WHEREAS, the regulation and certification of personal
 8   property appraisers will reduce instances of error and fraud,
 9   and thereby, protect all consumers; now, therefore,
10   
11        BE IT RESOLVED by the Senate of the Twentieth Legislature
12   of the State of Hawaii, Regular Session of 2000, the House of
13   Representatives concurring, that the Department of Commerce and
14   Consumer Affairs is requested to immediately implement
15   regulations requiring that all appraisers of personal property
16   practicing commercially in the State of Hawaii:
17   
18        (1)  Conform to the Uniform Standards of Professional
19             Appraisal Practice in the conduct of each
20             transaction; and
21   
22        (2)  Be accredited by at least two of the following
23             accrediting organizations:
24   
25             (A)  Accredited Gemologists Association;
26   
27             (B)  International Society of Appraisers;
28   
29             (C)  National Association of Jewelry Appraisers; or
30   
31             (D)  American Society of Appraisers;

 1   
 2        BE IT FURTHER RESOLVED that the Department of Commerce and
 3   Consumer Affairs submit a report to the Legislature on the
 4   status of the implementation of regulations, no later than
 5   September 1, 2000; and 
 6   
 7        BE IT FURTHER RESOLVED that a certified copy of this
 8   Concurrent Resolution be transmitted to the Director of
 9   Commerce and Consumer Affairs.
