                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE BOARD OF EDUCATION AND DEPARTMENT OF EDUCATION TO
    CHANGE THE METHOD OF ALLOCATING FUNDS FOR NEW SCHOOL
    ATHLETIC PROGRAMS. 


 1        WHEREAS, when a new school is opened, funding for the
 2   athletic programs for the new school is critical; and
 3   
 4        WHEREAS, in order to fund athletic programs for new
 5   schools the Department of Education reallocates moneys away
 6   from each of the existing schools' athletic program
 7   allocations; and
 8   
 9        WHEREAS, as a consequence of reallocation for new schools,
10   each school lost allocated moneys for transportation,
11   equipment, supplies, and coaching positions, and some schools
12   will not be able to continue to offer all athletic programs and
13   may even have to cut some sports if this current practice
14   continues; and
15   
16        WHEREAS, when viewed as a "lump sum" component of the
17   Department of Education budget, the statewide budget for
18   athletic programs reflects no reduction in funding, which is
19   misleading because each athletic program has suffered a cut in
20   funding due to the new schools whose athletic programs are
21   funded by reallocating funding from other public schools; and
22   
23        WHEREAS, because fundraising and solicitation of donations
24   have not proven sufficient to make up for the budget reductions
25   for athletic programs, this short-fall must be met from an
26   independent source of funds; now, therefore,
27   
28        BE IT RESOLVED by the Senate of the Twentieth Legislature
29   of the State of Hawaii, Regular Session of 2000, the House of
30   Representatives concurring, that the Board of Education and
31   Department of Education are requested to change the current
32   statewide basis method of allocating funds for new school
33   athletic programs to an incremental allocation method or some
34   other method that will not cause program cuts for existing
35   athletic programs; and

 2        BE IT FURTHER RESOLVED that the Superintendent of
 3   Education is requested to report findings and recommendations
 4   to the Legislature not less than twenty days prior to the
 5   convening of the Regular Session of 2001; and
 6   
 7        BE IT FURTHER RESOLVED that certified copies of this
 8   Concurrent Resolution be transmitted to the Chairperson of the
 9   Board of Education and Superintendent of Education.
