                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO THE HAWAII MAIN STREET PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the main street
 
 2 concept was first developed in 1977 by the National Trust for
 
 3 Historic Preservation of Washington, D.C., as a pilot project to
 
 4 restore and revitalize unique and historic communities in the
 
 5 nation.  The pilot project, which became the National Main Street
 
 6 Center in 1980, expanded to include a successful network with
 
 7 over six-hundred communities in thirty-one states.
 
 8      Since its inception in 1985, the Hawaii main street program
 
 9 has developed grassroots organizations that draw on local
 
10 resources to address the needs of small communities.  Restoration
 
11 and cultural programs supported by Hawaii main street enhance the
 
12 visual appearance and economic viability of a community.
 
13 Expanding the Hawaii main street program will enable communities
 
14 affected by the recent economic downturn, particularly former
 
15 plantation towns and rural areas with a unique history,
 
16 opportunities for community-based economic development.
 
17      The purpose of this Act is to provide funding to maintain,
 
18 promote, and support the expansion of the Hawaii main street
 
19 program to more communities in the State.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $        , or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000, to
 
 4 maintain, promote, and support expansion of the Hawaii main
 
 5 street program to more communities in the State.
 
 6      SECTION 3.  The sum appropriated shall be expended by the
 
 7 department of land and natural resources for the purposes of this
 
 8 Act.
 
 9      SECTION 4.  This Act shall take effect on July 1, 1999.
