                   A  BILL  FOR  AN  ACT
MAKING AN APPROPRIATION TO STUDY THE FEASIBILITY OF ESTABLISHING
   A TECHNOLOGY-FOCUSED COMMUNITY-BASED CENTER IN WAIALUA TOWN.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The department of business, economic
 
 2 development, and tourism shall conduct a study on the feasibility
 
 3 of establishing a technology-focused community-based center in
 
 4 Waialua town.  The center is envisioned as assisting in the
 
 5 development of economic alternative paths for residents and
 
 6 businesses through:
 
 7      (1)  Links with technology based businesses within the town,
 
 8           (e.g. Pioneer Hi-Bred International, Global
 
 9           Entertainment Technology Systems) and later expanding
 
10           externally to the town;
 
11      (2)  Links with the technology-based training and
 
12           educational operations within the town (e.g. Work
 
13           Hawaii, University of Hawaii college of tropical
 
14           agriculture, Poamoho Farms, Waialua complex schools)
 
15           and later expanding externally to the town; and
 
16      (3)  Links to residences, businesses, and other operations
 
17           within Waialua town and later neighboring communities,
 
18           for purposes of creating a community based global
 
19           economic network.

 1      The study shall address utilization of existing and planned
 
 2 high technology facilities within Waialua town and Waialua
 
 3 district and recommend facility and system improvements,
 
 4 enhancements, and new installations.
 
 5      SECTION 2.  The department of business, economic
 
 6 development, and tourism shall report its findings and
 
 7 recommendations to the legislature twenty days before the
 
 8 convening of the regular session of 2001.
 
 9      SECTION 3.  There is appropriated out of the general
 
10 revenues of the State of Hawaii, the sum of $50,000, or so much
 
11 thereof as may be necessary for fiscal year 2000-2001, to conduct
 
12 a study on the feasibility of establishing a technology-focused
 
13 community-based center in Waialua town.
 
14      SECTION 4.  The sum appropriated shall be expended by the
 
15 department of business, economic development, and tourism for the
 
16 purposes of this Act.
 
17      SECTION 5.  This Act shall take effect on July 1, 2000.
