                   A  BILL  FOR  AN  ACT

RELATING TO GOVERNMENTAL EMPLOYEE ORGANIZATION MEETINGS HELD
   DURING STATE WORKING HOURS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 76-102, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "�76-102  Meetings.  Each department shall permit its
 
 4 employees to attend informational and educational meetings
 
 5 conducted during working hours by duly recognized governmental
 
 6 employee organizations[, provided that these meetings shall
 
 7 permit the attendance of members and nonmembers and shall be
 
 8 scheduled for periods of not more than two hours once every three
 
 9 months at times which do not interfere with the normal operations
 
10 of the respective departments].  These meetings shall permit the
 
11 attendance of members and nonmembers and shall be scheduled for
 
12 periods of not more than two hours once every three months at
 
13 times which do not interfere with the normal operations of the
 
14 respective departments.  A governmental employee organization
 
15 shall not use for partisan political activity any meeting allowed
 
16 by this section unless the governmental employee organization
 
17 reimburses the State for the total cost of state salaries and
 
18 fringe benefits of employees for any state time employees are

 1 present during any partisan political activity."
 
 2      SECTION 2.  This Act does not affect rights and duties that
 
 3 matured, penalties that were incurred, and proceedings that were
 
 4 begun as a result of collective bargaining agreements in effect
 
 5 before its effective date.
 
 6      SECTION 3.  Statutory material to be repealed is bracketed.
 
 7 New statutory material is underscored.
 
 8      SECTION 4.  This Act shall take effect upon its approval.
