                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR THE CONFERENCE IN THE YEAR ZERO.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Conference in the Year Zero is scheduled to
 
 2 be held in Honolulu in November, 2000.  The conference is
 
 3 sponsored by the people of Hawaii in conjunction with Peace Child
 
 4 International, a London-based nonprofit organization that is
 
 5 sponsored by the United Nations.  An anticipated one hundred of
 
 6 the world's most active and enthusiastic young people, ages
 
 7 fifteen to twenty-three, from over one hundred countries, most of
 
 8 which attended the Millenium Young People's Congress (Congress),
 
 9 and approximately thirty world leaders will attend the
 
10 conference. 
 
11      The purpose of the Conference in the Year Zero is to
 
12 continue the dialog that began at the Congress, held in Honolulu
 
13 in October, 1999, to determine key priorities for sustaining and
 
14 improving life in every nation of the world.  The results of the
 
15 conference will be presented to world leaders in government,
 
16 business, and the community to develop plans for implementation
 
17 that will also be presented to the United Nations.  A television
 
18 documentary will be made of the conference and an action fund
 
19 established for future projects and conferences to be held in

 1 Hawaii during each of the next ten years to coincide with the
 
 2 United Nation's Decade of the Culture of Peace and Nonviolence.
 
 3      The legislature finds that the Conference in the Year Zero
 
 4 is important to Hawaii's economic development by attracting
 
 5 national and international visitors to Hawaii, with the
 
 6 possibility of television news coverage and a television
 
 7 documentary.  The legislature further finds that visiting youth
 
 8 and dignitaries need a place to stay while attending the
 
 9 conference.
 
10      The purpose of this Act is to appropriate funds for the
 
11 Conference in the Year Zero.
 
12      SECTION 2.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $250,000, or so much
 
14 thereof as may be necessary for fiscal year 2000-2001, for the
 
15 Conference in the Year Zero, to be used for:
 
16      (1)  Ensuring the safety and comfort of participants;
 
17      (2)  Plans and coordination of the visitor stays;
 
18      (3)  Transportation of participants to and from the
 
19           conference site; and
 
20      (4)  Family support expenses for families that act as hosts
 
21           to participants, but who could not otherwise afford it.
 
22      SECTION 3.  The sum appropriated shall be expended by the
 
23 office of youth services for the purposes of this Act.

 1      SECTION 4.  This Act shall take effect on July 1, 2000.
