                   A  BILL  FOR  AN  ACT
RELATING TO THE CENTER FOR CHILD AND ADOLESCENT TRAUMA RECOVERY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 304, Hawaii Revised Statutes, is amended
 
 2 by adding a new subpart to part II to be appropriately designated
 
 3 and to read as follows:
 
 4              "   .  Center for Child and Adolescent
 
 5                          Trauma Recovery
 
 6      �304-   Center for child and adolescent trauma recovery.
 
 7 (a)  The legislature recognizes the need to develop increased
 
 8 expertise within the State to assist children and youths exposed
 
 9 to traumatic violence and abuse.
 
10      (b)  There is established at the University of Hawaii a
 
11 multidisciplinary center for child and adolescent trauma
 
12 recovery.  The center shall:
 
13      (1)  Establish a child and adolescent trauma assessment and
 
14           treatment clinic;
 
15      (2)  Conduct research on the assessment and treatment of
 
16           traumatized children; and
 
17      (3)  Provide systematic training to Hawaii providers of
 
18           services to traumatized children, in particular
 
19           children with co-morbid trauma and conduct disorder.
 
20      (c)  The University of Hawaii, the departments of human

 1 services, health, and education, and the judiciary shall
 
 2 establish a memorandum of agreement to establish funding for the
 
 3 center to provide services and training to serve traumatized
 
 4 children and youths, including the support of multidisciplinary
 
 5 trainees.  The memorandum of agreement shall provide for funding
 
 6 of appropriate support staff and facilities.  The university
 
 7 shall recruit internationally to establish a multidisciplinary
 
 8 critical mass of at least three faculty to staff the center,
 
 9 giving preference to local candidates of equivalent expertise."
 
10      SECTION 2.  There is appropriated out of the general
 
11 revenues of the State of Hawaii the sum of $1,000,000, or so much
 
12 thereof as may be necessary for fiscal year 2000-2001, to provide
 
13 additional startup support funding to support the creation of the
 
14 center.  The sum appropriated shall be expended by the University
 
15 of Hawaii for the purposes of this Act.
 
16      SECTION 3.  This Act shall take effect upon its approval,
 
17 except that section 2 shall take effect on July 1, 2000.
