                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR SCHOOL-TO-WORK COORDINATOR/COUNSELORS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that every Hawaii public
 
 2 high school needs a school-to-work coordinator/counselor who is
 
 3 technologically literate, skilled in vocational counseling, and
 
 4 knowledgeable about comprehensive developmental career guidance,
 
 5 organizational management, labor market/economy, and educational
 
 6 systems/reform models.
 
 7      The purpose of this Act is to appropriate general revenues
 
 8 in order to place a school-to-work coordinator/counselor in every
 
 9 public high school.  These school-to-work personnel will work to
 
10 sustain and enhance partnerships and their supporting initiatives
 
11 in the realm of school-based learning, work-based learning, and
 
12 connecting activities with post-secondary institutions, the
 
13 military, business, labor community groups, and other key
 
14 stakeholders advocating for school renewal and economic
 
15 development.
 
16      SECTION 2.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $          , or so
 
18 much thereof as may be necessary for fiscal year 2000-2001, to
 
19 place a school-to-work coordinator/counselor in every high school

 1 to service the school complex and to sustain school-to-work
 
 2 reform in Hawaii's K-12 educational system.
 
 3      SECTION 3.  The sum appropriated shall be expended by the
 
 4 department of education for the purposes of this Act.  The
 
 5 department shall expend these funds to employ school-to-work
 
 6 coordinators/counselors for twelve months or the equivalent, who
 
 7 shall not be subject to chapters 76 and 77, Hawaii Revised
 
 8 Statutes.  The school-to-work coordinators/counselors shall work
 
 9 under the direct supervision of the secondary school principals.
 
10      SECTION 4.  This Act shall take effect on July 1, 2000.
