                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that according to
 
 2 Education Week, Hawaii's students rank below the national average
 
 3 with respect to computer accessibility.  This report is
 
 4 consistent with the recently completed Comprehensive Needs and
 
 5 Assessment Report that found that the primary problem in dealing
 
 6 with technology in Hawaii was the inaccessibility of computers
 
 7 and related technology curriculums for high school students.
 
 8      If our public school graduates are to succeed in the highly
 
 9 competitive and quickly evolving technological society, then the
 
10 legislature must provide the funds to procure the necessary tools
 
11 and expertise to train them to perform and compete with the best
 
12 and the brightest.  As articulated by the Hawaii Content and
 
13 Performance Standards II Educational Technology Group, we must
 
14 "ensure that all students are able to utilize available computer
 
15 and related technology to do their tasks or to assist them in
 
16 achieving their own learning goals."
 
17      The purpose of this Act is to appropriate funds to increase
 
18 the availability of computers, software, and universal internet
 
19 access to meet the needs of high school students.

 1      SECTION 2.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii, the sum of $      , or so much
 
 3 thereof as may be necessary, for fiscal year 2000-2001, for the
 
 4 purpose of increasing the availability of computers, software,
 
 5 and universal internet access to public high school students.
 
 6      SECTION 3.  The sum appropriated shall be expended by the
 
 7 department of education for the purposes of this Act.
 
 8      SECTION 4.  This Act shall take effect on July 1, 2000.
