                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO PROMOTE A STRONG PARTNERSHIP BETWEEN
   THE MILITARY AND THE STATE OF HAWAII.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the military presence
 
 2 in Hawaii is vital to the security of the Pacific region and the
 
 3 economic well-being of Hawaii.  A strong military presence in
 
 4 Hawaii ensures peace in the Pacific and also contributes greatly
 
 5 to enhancing Hawaii's economy.  According to the Chamber of
 
 6 Commerce of Hawaii, there are nearly 43,000 active duty military
 
 7 personnel.  When combined with the Hawaii National Guard and
 
 8 reserve members, civilians employed by the military, retired
 
 9 military members, and military dependents, the military community
 
10 comprises nearly twenty-four per cent of the State's population.
 
11      The legislature also finds that the military is second only
 
12 to tourism as a major source of income to Hawaii.  Income and
 
13 excise taxes collected from military personnel and dependents are
 
14 estimated to be $636 million annually, or nineteen per cent of
 
15 state tax revenues, on estimated annual expenditures of $5.2
 
16 billion.  The military is the third major source of jobs in
 
17 Hawaii, after retailing and state and local governments.
 
18      The legislature further finds that the Military Affairs
 
19 Council of the Chamber of Commerce of Hawaii serves as a liaison

 1 between the United States military and the State and counties, to
 
 2 promote a strong partnership between the military and Hawaii.
 
 3 The Council is the only official liaison contact with the
 
 4 military. 
 
 5      The purpose of this Act is to appropriate funds to promote a
 
 6 strong partnership between the military and the State of Hawaii
 
 7 by making funds available for community liaison efforts.
 
 8      SECTION 2.  There is appropriated out of the general
 
 9 revenues of the State of Hawaii the sum of $85,000, or so much
 
10 thereof as may be necessary for fiscal year 2000-2001, to the
 
11 department of defense to award a grant for community liaison
 
12 purposes.
 
13      SECTION 3.  The sum appropriated shall be expended by the
 
14 department of business, economic development, and tourism for the
 
15 purposes of this Act.
 
16      SECTION 4.  This Act shall take effect on July 1, 2000.
