                     A BILL FOR AN ACT


RELATING TO EDUCATION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Act 295, Session Laws of Hawaii 1992,
 
 2 restructured the public schools system by allowing the schools
 
 3 more fiscal autonomy and thus accountability for financial
 
 4 administration, and provided for other financial reforms.  The
 
 5 legislature finds that fiscal officers are critical to the
 
 6 continued success of the restructuring efforts.  The fiscal
 
 7 officer will be based at the high school of each school complex
 
 8 and will serve at least six but not more than ten schools.
 
 9 Fiscal officers assigned to school complexes with fewer than six
 
10 schools will be assigned to assist school complexes with more
 
11 than ten schools.
 
12      The purpose of this Act is to ensure that one full-time
 
13 fiscal officer position is assigned to each of the school
 
14 complexes established by the department of education. 
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $          , or so
 
17 much thereof as may be necessary for fiscal year 2000-2001, for
 
18 one full-time permanent school fiscal officer position for each
 
19 school complex.

 1      SECTION 3.  The sum appropriated shall be expended by the
 
 2 department of education for the purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 2000.
