                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR EMERGENCY MEDICAL SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the emergency medical
 
 2 service quick response units are an efficient way to meet the
 
 3 emergency medical needs of the State.  The concept of developing
 
 4 emergency medical service quick response units that are
 
 5 integrated with ambulance units has been successful in many high
 
 6 performance emergency medical service systems due to the ability
 
 7 to rapidly respond to a life threatening medical emergency and
 
 8 initiate medical care.
 
 9      The legislature further finds that the cost of an emergency
 
10 medical service quick response unit is about a third of the cost
 
11 for an advanced life support ambulance unit.
 
12      The purpose of this Act is to appropriate funds to four
 
13 prioritized areas to develop emergency medical service quick
 
14 response units that are integrated with ambulance units.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $        or so much
 
17 thereof as may be necessary for fiscal year 1999-2000 and
 
18 $        or so much thereof as may be necessary for fiscal year
 
19 2000-2001 for emergency medical services for the greater Honolulu
 
20 area.

 1      SECTION 3.  There is appropriated out of the general
 
 2 revenues of the State of Hawaii the sum of $        or so much
 
 3 thereof as may be necessary for fiscal year 1999-2000 and
 
 4 $        or so much thereof a may be necessary for fiscal year
 
 5 2000-2001 for emergency medical services for the Makakilo-Kapolei
 
 6 area of the city and county of Honolulu.
 
 7      SECTION 4.  There is appropriated out of the general
 
 8 revenues of the State of Hawaii the sum of $        or so much
 
 9 thereof as may be necessary for fiscal year 1999-2000 and
 
10 $        or so much thereof a may be necessary for fiscal year
 
11 2000-2001 for emergency medical services for the Kahaluu-Kaaawa
 
12 area of the city and county of Honolulu.
 
13      SECTION 5.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $        or so much
 
15 thereof as may be necessary for fiscal year 1999-2000 and
 
16 $        or so much thereof a may be necessary for fiscal year
 
17 2000-2001 for emergency medical services for the Waianae-Nanakuli
 
18 area of the city and county of Honolulu.
 
19      SECTION 6.  The sums appropriated shall be expended by the
 
20 department of health for the purposes of this Act.
 
21      SECTION 7.  This Act shall take effect on July 1, 1999.
