                   A  BILL  FOR  AN  ACT

RELATING TO LEGISLATIVE MATERIALS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 23G-3, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (11) to read as follows:
 
 3      "(11) Perform the function of statute revision and
 
 4 publication and sale of session laws, supplements, and
 
 5 replacement volumes; and"
 
 6      SECTION 2.  Section 23G-18, Hawaii Revised Statutes, is
 
 7 amended to read as follows:
 
 8      "�23G-18  Sale and distribution.  The session laws,
 
 9 supplements, and replacement volumes shall be sold and
 
10 distributed by the [lieutenant governor] revisor of statutes at a
 
11 price fixed by the [lieutenant governor] revisor of statutes.
 
12 The money received therefor shall be paid into the state treasury
 
13 to the credit of the general fund.  The [lieutenant governor]
 
14 revisor of statutes may furnish the session laws, supplements,
 
15 and replacement volumes to public officials for official use free
 
16 of charge.  As used in this chapter, public officials for
 
17 official use free of charge.  As used in this chapter, public
 
18 officials include officials of the state and county governments,
 
19 of the congressional delegation of the State, of the United
 
20 States District Court, District of Hawaii, and of the United
 
21 States Attorney's Office in Hawaii."

 1      SECTION 3.  Section 26-1, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (a) to read as follows:
 
 3      "(a)  Except as otherwise provided by law, the lieutenant
 
 4 governor is designated the secretary of state for
 
 5 intergovernmental relations and shall perform the duties and
 
 6 functions heretofore exercised by the secretary of Hawaii.  The
 
 7 duties and functions shall include, but not be limited to,
 
 8 [recordation of all legislative and gubernatorial acts,]
 
 9 certification of state documents, and maintenance of an official
 
10 file of rules adopted by state departments as provided in chapter
 
11 91.  The lieutenant governor may employ staff as necessary
 
12 without regard to chapters 76 and 77."
 
13      SECTION 4.  Section 93-15, Hawaii Revised Statutes, is
 
14 amended to read as follows:
 
15      "�93-15  Legislative journals; sale and distribution.  The
 
16 journals of the senate and house of representatives, published in
 
17 accordance with the rules of each house of the legislature, shall
 
18 be sold and distributed to the public by [lieutenant governor]
 
19 revisor of statutes at a price fixed by the [lieutenant governor]
 
20 revisor of statutes.  The money received therefor shall be paid
 
21 into the state treasury to the credit of the general fund.  The

 1 [lieutenant governor] revisor of statutes may furnish the
 
 2 journals of the senate and house of representatives to public

 8      SECTION 5.  Statutory material to be repealed is bracketed.
 
 9 New statutory material is underscored.
 
10      SECTION 6.  This Act shall take effect upon its approval.
