                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE UNIVERSITY OF HAWAII AND THE DEPARTMENT OF
    AGRICULTURE TO STREAMLINE PROCEDURES TO FACILITATE
    IMPORTATION OF MICROORGANISMS.



 1        WHEREAS, the University of Hawaii is the preeminent
 2   research facility in the State; and
 3   
 4        WHEREAS, some of its agricultural research requires the
 5   importation of microorganisms not otherwise permitted to enter
 6   the State; and
 7   
 8        WHEREAS, during the 1999 Regular Session, the University
 9   of Hawaii and the Department of Agriculture were requested by
10   the Legislature to streamline procedures to enable the
11   importation of microorganisms for cutting-edge research in this
12   area; and
13   
14        WHEREAS, the Legislature requests that both agencies take
15   a more pro-active attitude in working together for the good of
16   the State on this issue; and
17   
18        WHEREAS, the Legislature finds that with the dwindling of
19   the visitor and military facets of our economy, new ways of
20   supporting Hawaii's economy are needed and that research
21   projects such as those involving microorganisms can be a
22   significant source of revenue to the University and to the
23   State; now, therefore,
24   
25        BE IT RESOLVED by the House of Representatives of the
26   Twentieth Legislature of the State of Hawaii, Regular Session
27   of 2000, the Senate concurring, that the University of Hawaii
28   and the Department of Agriculture are urged to meet and develop
29   ways of streamlining the safe and efficient importation of
30   microorganisms for research projects; and
31   
32        BE IT FURTHER RESOLVED that the University of Hawaii is
33   requested to report progress on this task to the Legislature no
34   later than twenty days before the convening of the Regular
35   Session of 2001; and

 2        BE IT FURTHER RESOLVED that certified copies of this
 3   Concurrent Resolution be transmitted to the President of the
 4   University of Hawaii, the Chairperson of the Board of Regents
 5   of the University of Hawaii, and the Chair of the Board of
 6   Agriculture.
