                     HOUSE CONCURRENT
                        RESOLUTION

  REQUESTING THE ESTABLISHMENT OF A SISTER STATE-RELATIONSHIP
    BETWEEN THE STATE OF HAWAII AND THE PROVINCE OF YUNNAN OF
    THE PEOPLE'S REPUBLIC OF CHINA.



 1        WHEREAS, the State of Hawaii is actively seeking to expand
 2   its international ties and has an abiding interest in
 3   developing goodwill, friendship, and economic relations between
 4   the people of Hawaii and the people of Asian and Pacific
 5   countries; and
 6   
 7        WHEREAS, as part of its effort to achieve this goal,
 8   Hawaii has established a number of sister-state agreements with
 9   provinces in the Pacific region; and
10   
11        WHEREAS, because of the historical relationship between
12   the United States and the People's Republic of China, there
13   continues to exist valid reasons to promote international
14   friendship and understanding for the mutual benefit of both
15   countries to achieve lasting peace and prosperity as it serves
16   the common interest of both countries; and
17   
18        WHEREAS, there are historical precedents exemplifying the
19   common desire to maintain a close cultural, commercial, and
20   financial bridge between ethnic Chinese living in Hawaii and
21   their business counterparts, friends, and relatives in China;
22   and
23   
24        WHEREAS, a sister-state relationship between the State of
25   Hawaii and the Province of Yunnan whereby exchanges and
26   cooperation could be established in the areas of business,
27   trade and investment, agriculture and industry, tourism,
28   natural area management, education and training, health care,
29   sports, social welfare, environmental services, and other
30   fields of human endeavor would reinforce and cement this common
31   bridge of understanding and mutual assistance between the
32   ethnic Chinese of the State of Hawaii and the Province of
33   Yunnan, and between business people, professionals, educators,
34   and government officials in these two jurisdictions; now,
35   therefore,

 1        BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, the Senate concurring, that the Legislature requests
 4   the Governor, or the Governor's designee, to approve and
 5   authorize all necessary actions to establish a sister-state
 6   relationship between the State of Hawaii and the Province of
 7   Yunnan of the People's Republic of China; and
 8   
 9        BE IT FURTHER RESOLVED that the Province of Yunnan be
10   afforded the privileges and honors which Hawaii extends to its
11   other sister-states and provinces; and
12   
13        BE IT FURTHER RESOLVED that the Legislature of the State
14   of Hawaii be fully informed of the process in establishing the
15   sister-state relationship and be involved in its formalization
16   to the extent practicable; and
17   
18       BE IT FURTHER RESOLVED that certified copies of this
19   Concurrent Resolution be transmitted to the President of the
20   United States through his Secretary of State, Hawaii's
21   Congressional Delegation, the Governor, the President of the
22   Hawaii Senate, the Speaker of the Hawaii House of
23   Representatives, the Consul General of the People's Republic of
24   China in Los Angeles, the Governor of the Province of Yunnan,
25   People's Republic of China, and the Director of Business,
26   Economic Development, and Tourism.
